As several have mentioned the problem is not the type or how bright of a bulb you install into the factory housing, it's the very poor light pattern produce by the factory lenses. The only other option is the much better pattern produced by either the glass (very heavy) export lenses or the vastly improved pattern and superior cut off produced by the halogen or LED projectors.
I used Vette lights kit and added the Fog lights. I think it was $ 99 for the headlights + $ 69 for the fog lights. I Also did the high beams while I was in there, but I have never used them. I don't recall the price on them. 1997-2004 C5 Corvette High-Powered Low Beam LED Kit – Vette Lights (vette-lights.com)
There may be better options out there. There were partially plastic with a good and quiet fan. I would like to have used a single piece all metal housing. they're out there.
The Fogs don't have fans if I recall. If I am mostly driving at dusk or dawn, like I typically do, I run on the fogs alone and they give plenty of lights. Past that, I use the headlights.
Their description says 12k lumens. Total price was $ 259.00 for all three but honestly, I wouldn't do the high beams. Waste of money.
Great and thank you guys, as always it would appear that once again Vette-lights has found a quick and inexpensive route to go to "improve" the existing light situation. And you folks make a great point as the headlight reflectors and the entire housing is to blame, but of course it a Chevrolet not a Porsche, so you have to get inventive and fix what you can with what you have at hand !
Sylvania silver stars + 4 Hi -Low kit here on my Z06... IMO,,,, its the best bang for the buck. 100% brighter than OEM and a fraction the cost of aftermarket solutions.
