At an event for my Vette club several people insisted that My 2000 a4 was originally equiped with somthing called Pup Cats? They say it was a second set of catylitic converters in the "H" pipe. I removed my "H" pipe when I changed up to the B&B's and Borla "X" Pipe and could swear there was nothing in there. As I will be moving to California soon I am now concerned about Emissions and wethere i am gonna Have to do somthing about it

My 2003 has pup cats. So I am almost certain that your '04 will too.
The pup cats are between the exhaust manifolds and the main cats. If you look under the car, they will be just off the manifolds as they start downward.
Your friends are right about the pup cats. They are just too far back in the exhaust system in describing the location.

Yes it came with pup cats. I think they were located around the h-pipe. I live in Florida where there is no emission testing. So mine are not there anymore.
In 2000 only CA models came with additional pup cats, in order to meet the LEV. In 2001 pup cats were added to all models. From 2002 onwards only the Z06 got freed from the pups.
The only way you will not have the pulp cats is if you have LT headers installed. Are you the original owner or was your Vette used? If it's used then maybe the previous owner had some mod work done.

That's correct. In the article John Juriga, GM Powertrain’s Assistant Chief Engineer for Gen III Passenger Car Engines, says:
"In 2000, we had to meet the LEV (low emissions vehicle) here in California, so we added close-coupled convertors up front (of the regular cats) on the California package–our "pups" as we call ’em."
Another quote from the article:
"To meet LEV for MY00 and keep Corvette saleable in California, Juriga’s team of engineers had to make cat light-off happen sooner. The solution for ’00 California cars and all ’01s, because LEV went nationwide at that point, was to move the catalytic reaction closer to the exhaust heat by adding small, close-coupled, catalytic convertors or "pup cats" upstream of the under-floor cats, near the exhaust manifolds."
