My city, Wichita, Kansas, has a hazardous waste facility, most likely your city does as well. You can also drop used oil off at the "quick lube" type stations. Not a problem.
I buy the oil, take it to my dealer, they change and replace the filter for $15. I wouldn't even jack up my car and then have to handle the used oil for that little amount. It's a good deal for me.
I found Autozone to be the easiest place to drop old oil. My local ones take oil no problem. Other parts stores do also, but they seem to be picky about what they take and what container.
Almost every place that sells oil around here will take used oil. Only limitation being that they will only take 5 gallons at a time. I put my oil in a 5 gal container and take it down when it gets filled up, which I am going to have to do tomorrow.
Im here in SoCal and I have a choice of taking them to Autozone, Kragen or an occasional "recycle your used oil" centers that the city sets up. They do not charge anything and the city even gives out those plastic oil tubs (10 quarts capacity) to use on your next oil change.
I take my oil and high performance AC filter to Jiffy Lube. They take care of draining and installing the new filter and they let me add the new oil. I just hate to have my engine and fenders covered in oil.

WOW ... no wonder Calif. is broke. How can anyone afford to live there.
Our local township building has a drop off spot, accessible 24/7. I just put the old oil in a container (origional oil jugs, milk jug, etc.) and drop it off. Lucky for me it's only 2 blocks away.
