Anyway, inside the tag you will basically find a small RF transponder and a battery. RF does not like to be directly next to metal, so, for example, attaching the tag to a flat metal surface would be the WORST place to put it (ie metal film on windshield). Ideally, the tag should be at least 3"+ from any metal surfaces.
I would look to see where the RF antennas are at your local tollbooths, mine are towards the left side - you should see an arm with a small antenna at the end. place the tag towards that area.
As the bodies on our cars (I have a z06) are fiberglass/plastic, this should provide only a small reduction in signal strength/path if the tag were to be mounted inside the car, either in the interior (under the roof as someone mentioned) or even under the hood. I would guess that the best place is probably towards the front of the engine compartment, under the hood, away from as much metal as possible. I believe the tags are air/water tight, so this is fine to do - place it in a ziplock if you are worried about it. When velcro'ed or tie-strapped down, make sure it is in the same orientation as it would be if it were on the windshield - this will make a difference.

From outside, you can see it slightly, from inside driver, nothing at all.
