Does anyone know why GM will not sell Z16 wheels to anyone but a current Z16 owner? I checked with GMPartsDirect and they sent me the following reply: "Yes you must prove ownership of an actual Z16 Car. GM will not fulfill orders without a valid Z16 optioned corvette."

Most likely they did a limited production to handle defects, replacements etc... It is the last/only year and would not make economic sense to to a large production run with the hope or guess that existing C5 owners would want to pay for genuine Z16 wheels. Just my .02
I see them for sale every now and then. If in a hurry then do as suggested about finding someone who has one and use their VIN. Not to hard to write it down.
Buy a set of aftermarkets. The polished clearcoat isn't exactly to die for......but that is just me.
I recall a price between $1600-1700 for the set of four.
I purchased mine for $1680 and $80 (10% over cost)for the center caps. Purchased in Nov. 03 from my GM dealer. I know of no one else who has purchased the ORIGINAL wheels from GM.
GM now not ONLY wants a VIN but ALSO a copy of your registration!

Those prices aren't bad. Much better than what I thought they'd be. I wonder if you could get them even cheaper if you work through one of these discount online GM parts places. The only problem is shipping would probably negate any discounts.

I wonder if you could get someone with a Z16 to order you a set. There isn't a limit on how many sets a Z16 owner can order, is there? Maybe they want 10 extra sets? It could happen.
