For one, look at how many people have painted their rail covers and hoodliners. It's standard automotive paint, and it holds up just fine on them, and the rail covers sit just inches above the headers/exhaust manifolds, which are the main source of heat in the engine compartment.
If you're still in doubt, go take your car out, run it hard, get it good and hot. Shut it off, quickly pop the hood, and (other than the exhaust), find a place on the engine where you CAN'T comfortably hold your hand. You won't find one. The thermostat housing and alternator housing will likely be the next warmest areas, but you can still touch them without getting burned. And that is surface temp...the air just a few inches away won't even be half that temp.
As I understand it, the primary function of the hood insulation is fire suppression. In the event of an underhood fire, it is designed to drop down and smother the fire. Sound deadening is another reason.
