I would start with a late-year 2001, since there were a whole slew of improvements for that model year, including the Z06 block, intake, better steering, improved active handling, more HP (5) and torque (25 - MN6 only), and a bunch of other stuff.
The 01 vert was tested by Car & Driver to reach 60 MPH in 4.5 seconds and trounced a Porsche Boxster, Mercedes SLK (AMG), and a BMW M roadster in a comparison test.

I've got a 2001 and I'm in heaven every time I drive it. I have even offered to drive to the pharmacy to get my wife certain things I don't need just as an excuse to catch some rays. Now that's how much I love my vert.
If he's looking at the Vert, I'd shoot for an 01 or newer to get the better insulated convertible top. Not that the 98-00 is shabby, but extra insulation is always good in my book.
Best year??? 97 - 04........ but just shop and buy the newest you can find and afford, keeping in mind that the newest is not always the best. It depends on the previous owner and how they cared for it.
