The Stinger used ot be cheaper, maybe the price increased. I don't know much about the Blackwing, but the Stinger really offered a noticeable increase in power.
After the research and recommendations from forum members I ended up going with the Halltech Stinger. It gave a little better results and definitely seems like a bigger bang for the buck. I am anxiously awaiting its arrival so I can install and feel the power myself.
Which is the best choice, they seem to be around the same price?
Yes, they are close in price, but what you may not know is that the Halltech Stinger-R not only has the largest surface area of any C5 intake system, but it also includes a larger-than-stock airbridge AND a smooth throttlebody coupler.
The Blackwing is essentially just a filter, although a good one at that. So to answer your question - the Halltech Stinger represents the best bang-for-the-buck, bar none.

can someone post a link to purchase the halltech stinger at a good price.. now does that come with the stinger and air bridge? and how much hp would just a haltech stinger give to a z06 stock?
Now a Z06 is a bit of a different story. According to a well-respected forum tuner to whom I spoke, Z06s, especially 03s and 04s, have had some lean code issues after installing a aftermarket intake - Blackwing and Halltech included. Not having an MAF screen seems to aggravate the situation, as air entering the MAF is more turbulent to begin with. Allowing more air (at higher velocities) doesn't help matters. The tuner advises Z06 owners to have their cars tuned, a potentially expensive proposition.
So, I would advise you (as a Z06 owner) to proceed cautiously before running out and getting a new intake.
