Can you switch out your standard AC controls for dual climate control?

Don't bother.
I have the Dual Zone and if the switch was easy, I'd offer you my Dual Zone for your standard even up.
The Dual Zone is overkill..................

I'm solo in my car 90% of the time and the few times I have with passengers - they don't need to be messing with my dash anyway.

And the area in the C5 is so small any ways I think the dual climate is overkill also!

You can, but it is a lot of work and lot of expense. Not sure it is worth it.

No you cannot for the following reasons:
Dual zone uses 3 sensors (Internal Air Temp, External Air Temp, and Sunload) that are not in the base car.
The Dual Zone plumbing in the dash is different to provide separate driver and passenger airflow and uses multiple flow doors to control the airflow. The whole dash would need be torn apart.
Most important, the Dual Zone uses electronic actuator motors to control the flow doors, while the base system uses vacuum actuators. Swapping that out would require major work.

I had the manual AC in my 99, I now have an 04 with the Dual Zone system, I want my manual AC back.
