When I turn on my headlights the lights pops up but the lights doesn't come on. There are other times when the lights will not pop up at all. After several attempts the lights will finally pop up and come on. I can repeat this action a number of times and they will work with no problem. After turning off the car the problem starts all over again.

Sounds like your gear might be going bad. I think the OEM ones are nylon and wear out. Those can be replace with brass ones. But if it's your motor, that can also be easily fixed (replaced). I would start by checking the wiring though. Sounds like it's shorting all together. Good luck. Electronic gremlins are a PITA.
I had a very similar problem. Turned out to be the control stalk. Dealer replaced under GMPP, but of course broke the seat bezel. I replaced that. Not sure if the steering wheel needed to be removed or not. Did not appear to have been removed.
I'm seeing the same problem with mine. It takes two attempts or more to raise the lights. I think it's due to some electrical issue. I just started using a new radar detector, and replaced the headlight bulbs with 100W white bulbs.
