I ran for awhile with a Magnaflow X-pipe and stock (non-Z06) exhaust. The only audible effect was a slightly deeper tone when accellerating. Any hp improvement is negligible.
Smogging should not be an issue, since it is a passive part (after the cats) and not visible unless the car is on a lift.
The X will mellow any exhaust above what you hear with the factory h-pipe. You put an x-pipe in more for better sound than hp.
My B&B Bullets were LOUD with my Magna x-pipe. When I installed the Bullets on a friends car with stock H-pipe, the noise was a notch short of deafening

So thei Bullets with an X-PIPE were even louder than with the H....interesting.....how was the difference in "burbling"...

The X-pipe should not present any problems with a smog check. It may make the exhaust sound a little deeper, but really no performance gain that I have noticed.
