Good news ! just bought an 04 commerative C5 still new at a dealer in WA. Even has the Ca emissions sticker on the wheel well.
BAD NEWS - The CA gestapo DMV says that it still needs to be smogged now and bi-annually for eternity because I bought it out of state and I've lost my six year exemption. Is there any way around this ridiculous clause-- I'd be eternally grateful

That's odd because I bought my 01 brand new from Capital Chevrolet in Alabama and before I was able to register it, I had to get a smog check - but just that one time. The next one isn't due until 4 years after the purchase year and month.
Unless the laws have changed, you should have to have it smogged once before CA registration and then after the specified waiting period for a new vehicle, which may very well be 6 years now. I suggest that you request more info.
Could be worse.. few years ago they'd have hit you with a $350 "smog impact fee" to bring it into CA. Even if it was set up in a region with the same restrictions, New England has the same standards if I recall.
I'm pretty sure that the C.V.C. (California Vehiclar Code) states that when new, a vehicle waits four years (not sure about the six) to begin bi-annual smog checks. There is no mention about a "unless the scum-bag dared to bring a car from somewhere other than the golden state, then stick his head on a stick and smog his ride every chance you can get!!!!!" clause in the C.V.C.
It is most likely that you have found that one in five DMV office flunkies who didn't know what the hell the law said.
edit: I guess it is six years now... I had a 99 Mustang GT which had to be smoged in 2002, and my wifes 99 Durango was smoged in 2003.
I know some people use collector car tags on their corvettes to get around smog rules, i dont' know how this applies to CA but i know it works in several other states
I ordered my 2000 new (with CA emissions) from a dealership in Florida and had it courtesy delivered to a dealership in California. I paid the FL dealership for the car and a CA use tax in lieu of a sales tax. I did not have to get it smogged when it was registered in late 1999. It's smog is due now for the first time.

Living in So Cal I can confirm the bi-annual smog check requirement once the "new car" period of (1st smog in 4yrs after purch date, at least I think it`s 4 yrs).
And no, I`m not aware of any exemptions/short cuts around this issue, although if there are I`m sure someone will chime in.
Second, you are absolutely right about the "overkill" in this state concerning smog, taxes, etc. We are one of just a few states that get taxed upon taxes upon taxes (ie: ck the sticker containing the list of taxes on the side of the gas pump next time you fill up, it will make you sick!)
Ok, sorry for the rant, I`d better quit now before I really get carried away.... Do enjoy the great weather and the great many canyon/mtn, coastal roads Calif has to offer, there is something for every taste!

the easiest way around the issue is to have the car delivered to another Chevy dealer in California via the Courtesy Delivery Program. That way you avoid ALL smog hassles and DMV sends you your plates in the mail and there is no smog check. You can work the system or let the system work you...

The real answer is to vote the bums out of office.
We did that with Davis. The sad thing is that Arnold, in a misguided attempt at eco-friendliness, repealed the rolling exemption law a while back. Maybe McClintock would've been a better answer?
At any rate, I don't see the emmissions laws out here getting any easier on us for at least a short while.
Move to civilized state where there is some reality left.
Amen to that brother. Lived in the Golden state of Kaaalifornia for 25 years and saw no future in staying any longer. Escaped 10 years ago and always nice to hear that things have gotten much worse.
Will the last one to leave please turn off the lighte at all the smog inspection stations.
