Sounds like something is shorting to another power source. Might be time to start disconnecting wires to see which one removes power to the HVAC with the ignition off.
What wires should I disconnect? The 3 BCM connectors? All the extra wires under there are crimped with those little boxes = I'd have to cut them to disconnect them then re-crimp 'em. Think I should try that?
There is a brown/white wire located nexted to the yellow wire that goes to the HVAC that we are talking about. The brown/white is hot at all times. Try pulling fuse 32 and see if the lights go out.

Pulled fuse 32 and the light went off like it's suppose to! My manual says that fuse 32 is for the fuel tank door release so I guess I can leave that fuse out for a while - at least I have my car alarm working that way.

So what does this mean?
It looks to me like you have short circuit between the brown/white wire from the BCM to the traction control indicator light and the Yellow wire from the BCM to the HVAC.
I would now get someone that is good with wiring and who has access to a wiring diagram to fix the problem.
