There is not a WEB site for Texas DOT regarding personalized plates.
However, you can call them (512) 374 5010. They will assist you via telephone - I have found them to be very helpful in telling me if a particular plate I desired is available or not.

You can't find out on the internet if anyone has the plate you want. But the folks at the DOT office will tell you if what you want it already taken. If not you download the form, send it in, and hope someone else is not in the pipeline ahead of you. That's how I got my TNTC5 plate...got 2 but only mounted one.

In NYS you can check with the DMV Online to see if a Vanity plate is available. Nice feature since these are the most likely people you dont need to encounter and have your day totally destroyed by their lack of compassion for anything human!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! !!

Here in Missouri, you can call the office that deals with personalized plates and run your ideas by them - sure saves a lot of frustration. Thye tell you right them whether a plate has been issued or not. Texas may have something similar. Worth checking into.
