Can't respond to your question, since I'm in the same boat, with the same dealer. Did your TPW get bumped again? Mine was originally 7/30, bumped to 8/13. I thought you were originally 7/23 and bumped to 7/30 ... Am I remembering this wrong?

I don't think you have a TPW given by GM.
Your dealer may be giving you their best guess what you TPW will be. I hope I'm wrong on this, but in looking at the RAT's post, things are looking a little funny (But WTF do I know).

I'm beginning to suspect you're right. Something is a little funny here. I'm suspecting I've been given their guess at a TPW, because GM has not assigned a TPW yet (according to the gal at the customer service number).

I've had a 07/30 TPW since early June. It went to a 3100 code more than 3 weeks ago. Chevrolet Customer Care says I'm firm on that TPW.

Yes, you are 100% correct. Originally, I was given a TPW of 7/23 by my dealer. I called GM and they told me my TPW is 8/6!
I think all of this is due to the plant being closed down for two weeks AND how the plant needs to preference certain colors on production day. Hopefully, my TPW is now set in stone and I will have my car by MID August.
