Gm only put the small hole because it was cheaper. Think about it, you can be off 1/2" while welding in the cross pipe if the whole is small. If the whole was full size it would require accuracy.
match the x pipe to the exhaust sys "corsa to corsa"etc.thats how they test them. I've had at least three sets Bassie.looks the best, corsa and borla sell the most.flow masters are for rustangs.I also have a George Forman magnaflow on my dodge truck. X-pipe will get rid of the poping noise and smooth things out when you slow down.

GM closed up the hole for a reason. I would sure like to know what it is.

I believe that the hole is closed up to make the exhaust system quieter, yet still equalize some pressure. The same reason goes for the stock vehicles out there with restrictive air inlets. If you look at most new vehicles you will see closed up air intakes, and some with a smaller air chamber before it enters the throttle body. This all is to make it quiet. There are a lot of people out there that likes things quiet - me NOT being one of them. But, to each his or her own. I say open air intake, no cats, and have an exhaust you can hear.
