I feel bad for your plight and do agree that the Cali laws are over-doing it. BUT... Lou clearly states that his headers are not Cali-smog approved. He does this so he can have an uncompromising design. That is one reason why those particular long tubes make so much more power than all the others.
So...why did you buy them? You made the decision to take the risk, and part of that decision means compromising by finding your own source for inspection approval, even if it means a little extra payout.
My suggestion would be to drive out to a ratty little town in the middle of nowhere and see what they can do for you. The smaller the town, the better. Then at least the side-payment will have a better chance of succeeding, if you even need to go that far.
I don't want to make you South Californians feel bad, but not ALL of California has bi-annual smog inspections. Up here in North California we get one when we buy a car and that's it until we sell, then it must be re-smogged. All of the South Coast air basin and selected other counties have bi-annual inspections. Even if you pass the "sniffer test" you must also pass the visual test. I believe the fine for test stations is $10,00.00 per occurance for passing illegal cars. I do hope you can find a "friendly tester", but don't count on it.
Maybe call Andy at A&A and ask if he knows a "mod friendly" shop?
If the car passes the emissions test how can they fail you for having headers. And most headers are probably made in CA. The way something looks should fail a car. Emissions bad then the failure. Good luck and keep us posted.

In NYS you pay even if your car fails. I agree with everyone who says to find a Vette Friendly inspection station. In California are the inspections done at every service station around or at State Funded facilities?
Maybe you can find a Vette owner who happens to work at one of these stations.

The news up here in Washington state is that Gov. Gary Locke, the outgoing lame-duck governor, is trying to burnish his reputation as an environmental governor. As such, he's proposed making us conform to all the California emission rules.
