I have a hypertech power programerIII for 97/98 ls1 corvette. can it be used on a car other than mine?

Not until you return your car to stock with it. If you want to keep your Hypertech tune, the only other option is to return the programmer to Hypertech for reinitializing. I have heard they ask $200 for that service.
