2. How does Hypertech reprogrammer work? Is it a one time thing as you download performance data and simutaneously upload stock settings? If after downloading performance settings, can you somehow reset the Hypertech and reprogram another car? Doesn't seem reasonable since there'd be only one sold new. If buying used, how can I tell what's in there?

You are better with a dyno tune if you are near someone who is good. The Vette Doctors offer a mail order tune which is not perfect as them putting it on a dyno but it will help you greatly. You need to tell them any mods you have.
