Wheel sensor question.
Will the car throw a code if I throw on a set of wheels without sensors?
And if it will throw a code, can it be turned off with a TechII?

Yes, if the car isn't a Z06.

If you have a Z06 like your username and avatar imply, no. The TPM system isn't enabled on Z06's, and Z06's didn't come with sensors in the wheels..
If you have a normal C5...then yes, you'll get a warning message at startup. Press reset and it goes away.
The TPM system can be disabled via Tech-2 on 2001-newer C5's only.

I think I also read that after 50 starts, the error message no longer displays on the DIC.

Not unless the "problem" is corrected. You'll get the error codes about every 10 minutes.

What I read was that the codes would still be thrown but no longer displayed on the DIC.

The warnings continue to be relentlessly displayed on the DIC at engine startup, every 10mins or so, and at engine shut down.
Unfortunately I have first hand experience of this pleasure. My TPM system is enabled, but I haven't had the time to install the sensors yet in the wheels.
