Default Electrical / Starting Prob

Recently my 99 convertible will not start sometime. I know I have good battery and starter.

voltage across battery ranges from 13.6 to 13.8 when tested. digital voltage reading in the car reads 12.8 to 13.2 and fluctuates. more times than not, the car will start, but sometimes after sitting a bit... accessories work, then try and start, everything goes completely dead (nothing at all). disconnect, then reconnect the pos cable, everything comes back, but try and start the car, everything goes dead again. put a jump to the battery and wait 20 minutes the car will start.

seems like I have a short draining the battery when it's sitting. where does the voltage gage take it's reading? I can't understand how turning the key makes everything go dead, and disconnecting and reconnecting the pos. cable will bring it back.

reset codes this morning and had starting probs this afternoon, only code popping us now is C1255H (EBTCM Internal Malfunction / CEBCM Internal Malfunction)??

last thing i did was pressure wash my engine (never had a prob with this in the past, but obviously i should rethink this method)

any brain storming help would be greatly appreciated.

Have you tried to clean negitive battery post and cable? I have experienced starting problems when the negitive side of the battery would lose connection.
