I think you may have mis-read the post...my 97 has 350 ft\lbs of torque as well should your 99...I want to say in 01 they went up to 375 torque along with 350HP as opposed to our 345HP. Torque management (from a drag race post I read) comes in to play if you apply the brakes and push on the gas at the same time...or get the RPM's way up while not moving...this can be defeated with competitive mode (I assume on the selective ride control) I don't have selective ride control on my 97 so I can only speculate on that. I recently ran my 97 at the track and pulled a 14 flat @ 101MPH...my main issue was traction...I spun the wheels out of the traps and thus suffered the high time...I didn't notice anything shutting me down (except while attempting to heat up the tires, I forgot to turn traction control off!!! she fell flat on her face!)

I wouldn't worry too much about what you read in that discussion.
There are a few aftermarket tuning alternatives which can be used to change the values. You can almost take your pick.

I believe that a change went in, 2001 or 2002, under which the A4s are 350 hp and 360 ft lbs of torque, under the torque management system. The M6 cars are 350 hp and 375 ft. lbs. I hear there are ways to alter the system on the A4 to increase the torque.

Traction Control is on all C5s but Active Handling did not become available until the late 1998 production models through to the 2000 production models. Sometimes referred to as "1st Generation Active Handling"
In 2001 "2nd generation" Active Handling was standard on all C5s.
On a C5 with both, Traction Control and Active Handling, they are a combined system and are combined with ABS.
On a C5 with TCS only there are two modes: on and off.
On a car with Active Handling, there are three modes:
1.TCS/AH on,
2.TCS/AH off
3.Competitive Mode
These are activated using the Active Handling button on the console. Not the Selective Ride Control switch.
As for torque management further information can be found in this discussion.
I don't see anything that limits TQ or HP. But I have seen several locations where TQ is reducted by a percentage.
Example 1 -2 shift is reduced by 10% at 200 ft. lbs. of Tq.
So far it all appears to be adjustable.
