Sounds like it maybe a fuel line check valve (stuck open when you turn the engine off,thus bleeding down the injector manifold). This check valve keeps the injector manifold pressurized when the fuel pump is not operating (IE, you turn the key a few time pressurizing the manifold). Do a search and you should get some hits.
Do you have any codes. The only other thing that I can think of is a temp sensor is out of range. It is most likley a fuel issue. See if you can get a hold of a fuel pressire guage and see what the fuel pressure is cold and hot.
The fuel filter has the check valve in it, and this was changed, I thought the same thing, thanks Jim.
Jim, I have a '99 and there is no check valve in the fuel filter that I'm aware off. I have looked at the Service Manual and confirmed that this check valve is a "stand alone item". Shoot me a PM with your e-mail address and I'll send you some Tech Data from the Service Manual.
