2003 C5 A4 got ECL Recall Notice

2003 C5 A4 got ECL Recall Notice
I have read the sticky about the ECL recall and reviewed the GM information included it seems to indicate that the 2003 A4 cars did NOT have the ECL installed. Why would GM send me a recall notice for something that was not installed on my car ? Anyone with some insight to this would be much appreciated.
Based upon what I have read it appears that there is no reason for me to submit my wifes
baby to the GM Repair people.

right, 2003 did not have the column lock mechanism (Neither did 2002's either).
Oddly enough, I have heard that you can still get a DIC error about it - although the mechanism was never installed
