I have a '98 C5. I may upgrade either the complete car or parts of it in the future. Should I get myself a '98 manual or an '04? Does the '04 manual cover 97 through 04 or just 04?
Shop manuals are model year specific, so the 04 manual covers the 04. You want to service your 98, so buy a 98 manual.
Yes, you definitely need to buy the manual for your model year. Things have changed enough through the model years that you will run into some difficulties trying to use manuals for later model years.
I've got the 04 manual and even it sometimes isn't up to speed with the car. I've found drawings and instructions that were used for the earlier models.
You can order them from www.helminc.com...They're the factory autorized distributor for all GM manuals. Get out your wallet cuz they're not cheap! The 3 volume, 5" thick set for my '02 ZO6 cost me about $150 with shipping.

Actually there is another choice on the Helm web page. They have a DVD containing the factory manuals for all GM cars and trucks covering 1998 through 2005. It is a little pricey at $400 but if you have more than 1 GM car it may be worth it. Here is what it contains:
