I just repaired my vacuum lines over the weekend. System works great now.
If you need additional help, please send me an email at bshadel@charter.net and I will be happy to help as best I can.

The vacuum line is constructed of a small black nylon tube that connects to that fitting with a rubber 90 deg boot. From there it enters one of the main wiring hanesses and then goes down to the vacuum tank in the passengers foot well.
You can use a mirror to inspect the intergity of the intake manifold connection. It is a ROYAL BITCH to get to without taking the manifold off!!
An acid leak fron the battery can and will eat up the vacuum line in the harness and can cause this condition. Also if the connection on the manifold or tank is off it will do the same.
