With cam, I'd say keep it below 230 on both sides, and go with a 112 or lower split if your smog laws will allow it.
For headers, 1-3/4" LG's or QTP's, but even better if you can get the handmade LG headers with real merge collectors (not stamped). Whatever you get, get them coated to maximize scavanging and heat protection.
You said you don't want to change the heads, but if you don't mind taking them off... Go with a thinner head gasket to tighten up the quench, and swap the lifters with Morel hydro roller lifters. If you insist on swapping rockers, then the Crane adjustable rate rockers would get my nod....but for fixed rate rockers, I recommend stock, or super expensive Jesel or TD rockers...which are really for solid rollers...
I looked at the GT2-3 from LPE a while back. From what I understand on reading up on this cam, low end torque that you are seeking will not be there. This is more of an upgraded Z06 cam. I have not seen this cam to baseline in a dyno curve, but the guys who have installed them report no increase in torque, only HP. That is why I removed it from my short list as I wanted a torque boost down low. DTE will also do a custom cam to your requirements, which is also a consideration.
along with the addition of Morel lifters they are worth HP gain over the stocker and additional rpm. In back to back testing an average of 9HP and no valve float over 6500 rpm. Spring pressure is critical for higher rpm running and the Morels will accept the additional seat pressure without colapsing the lifter.
I just installed a 224/228 581/588 114LSA in my 99 with the mods in my sig. I'll be getting it tuned in the next week so I should have some numbers and dyno graph for you to consider.
This was done last night. 377rwhp/360rwtq on a dynojet after tuning.

First i got the kooks headers w/hi-flow cats and a 3x3 x-pipe.the power difference was exceptional thru the whole powerband.Then i got a G5X3 cam,ud pulley,double roller chain,and a computer tune.ECS'S put my rwhp at 392.9 and the torque at 359.7.Good power right thru the band.5 grand for the works,installed.
