If it's a bad pump it will squeal and most likely leak.
The good news is that replacing the rack is generally easy. Find a nice rebuilt unit when your ready to replace it and plan on half a day to swap it out.

When mine went bad, I had power steering fluid leaking through the front seal. It was bad leak. I found out the pulley had spider cracks all throughout it. The pulley was flexing and wore out the front seal. A new pump and pulley and she is good as new.
