Help engine noise

Here is a mystery - any thoughts would be appreciated - 99 C5 roadster with 65k miles. Engine bay noise. engine wines or whistles when cold sounds like a supercharger. Goes away when the engine gets to temp. The local MR Goodwrench replaced the air induction pump. It was OK for a weekend, before I go for more green has anyone had the same problem. I noticed that if I turn of the climate control off the sound is lower. this usually last about 3 minutes. I'm thinking serpintine belt.

Could be belts, could be harmonic balancer. Is it worse when it's wet?

To check the harmonic balancer -- see if the lower pulley wobbles at idle.

Never wet, the balancer seems fine no wobble or belt missaligment

Are we sure this is a problem? The 9200 mile 98 I am buying whistles with rpms, and chirps when I turn the car off. It sounds like a common intake whistle. I hear it with the hood open and revving the car.
