A friend of mine installed a BBK TB on his 2001 and now has
some idling issues. I noticed that his stock throttle blade cannot
be closed all the way since it is being held open by a factory
adjusted sealed set screw. He bought this BBK TB used and its
throttle blade can be completely closed since the set screw has
been backed out all the way. Is there a procedure for properly
setting up this throttle blade adjustment ?

I just installed a new BBK TB and had no idling issues. Make sure it has a good seal on the intake so it dosen't leak air.
Yea but the throttle blade screw is preset at the factory on a new BBK. If the car did not need the throttle blade held open then GM would not have gone to the trouble of installing a screw, adjusting it and the sealing it so that you cannot tamper with it.
