Does anyone know if the actual filter element is reuseable on a Halltech Stinger intake? I'm assuming it is. What is the best way to clean it? It was on my 98 C5 when I bought it.

Yes, the filter is as reusable as any Blackwing or K&N. You can use Simple green to clean it:

1) Spray the filter with Simple green (if you have the concentrated stuff, remember to dilute it).
2) Using low-pressure water, hose the filter from the inside-out.
3) Allow to dry thoroughly. I do this when I know I won't be using the car for a couple of days.
4) Lightly spray with K&N filter oil. You might want to let the filter sit on some paper towels for a while afterward, just to be sure any excess oil has drained off. Caution: excees oil, if left in the filter, may result in erratic engine behaviour if the MAF wires get coated.
