Your photo is large enough for us to do molecular analysis on it and I compared it to my fuel line clip and sure enough it is the exact same molecular structure as mine. 
I think it is only a safety clip. The fuel lines seems to say on OK without the clips but I'm guessing GM wanted to make sure and used two types of retainers. Fuel spewing at 60psi onto a hot engine can't be a good thing!
