Well, there IS a special tool that verifies that the remote is sending out a signal - however you probably don't have one. In my experience, if a resync doesn't work then you most likely need a remote. That's what worked for me. I've heard of rare cases where the receiver in the car is at fault, but again that's rare.
The Remote Function Actuator (RFA) receives the signals from BOTH the FOB and Trie Pressure Sensors (TPS). If your TPS are functioning properly, so should the FOB. Do you have a spare FOB? The car should have come with two. If you dont have a spare, the best place to find one for a good price is E-bay!
Early FOBs (97-2000) are a lot more money than the later FOBs (2001-2004) What ever year C5 that you have, you MUST get the type of FOB that came with it (97-2000) or 2001-2004). You can NOT use the newer type FOB if you have the older C5 FOB!
How are you programming the FOB? There are two different procedures.
There is a RE-Sync procedure and there is a RE-Learn procedure. Do the re-learn as per the procedure in the owners manual or in the C5 Tech Tips section and let us know what happens.
