Why drilled hole in C5 throttle plate?

Why drilled hole in C5 throttle plate?
Can anyone tell me why when using a head and cam package and also using a ported throttle body why some throttle plates i have seen have a small hole drilled in them like a f-body plate. From what I have seen the reason for the f-body plate to be drilled is that the plate closes completely. I know this because I have compared the 2 (f-body to c5 plate). The c5 plate does not close completely because of the eletronic throttle control. Now tell me why someone would drill the same type of hole in the c5 plate when going with a head/cam and ported throttle body.

after a cam package in the c5,you CAN tune the idle pids WITHOUT drilling the hole in the blade.it takes more time to tune and the more experienced tuners can do it.with the f-body housing,1-it is mechanical,2-it has a iac.with the iac it is a PITA to set,so that's why they have the hole drilled.

I agree with the above statements. There is no need to drill the Throttle Body plate on a C5/Z06 if you have an experienced tuner do the work. The F-bodies are a different story where its quite common. A search on the forum may provide you a few options near your home. Good luck!
