So other than the legalities (no different from removing or replacing your cats, which are also very illegal, subject to a $10,000 fine or 5 years in federal penitentiary by the way) - how do I remove this monstrosity???
While I understand where you are coming from, that it does not add HP, adds weight, and apparently is broken, I would recomment against it.
Gasoline has a tendency to evaporate at room temp, and this pressure needs to go somewhere. Back in the old days, fuel tanks were vented. I don't know if you have walked past a 60s car on a hot day but they stink. My 69 Camaro stank so bad that I did not want to put it in the garage anymore, for fear of explosion.
I actually added a evap canister and purge solenoid to the 69. This is one emissions (and safety) item that I would not mess with.
