weird .. possible grounding issues? (Service T/C, etc)

weird .. possible grounding issues? (Service T/C, etc)
... ok the last few days I've had some issues with the Service Traction & Service Vehicle Soon messages
however when i pull the codes i get nothing even remotely close to anything to do with the T/C at all.
the only codes i've pulled have been P1416C (damn 02 sensor) C1295H, B2283H B2284H and U1064H ..
now I read Bill Curlee's writeup on his experince with this issue

however i checked my voltage (via the instrument on the dash) and it reads 13.2-13.4 after start up ...
so would this lead me to conclude it's a ground issue?
my car was just in for service not too long ago (tranny and drivetrain work) is it possible the techie fooked something up? and didnt install it correctly? (i havent been under to check yet)

ok .. i monitored my volts after i started the car a while ago after i kept the key in the on spot for a few while i checked the codes and it read high 12s and started in the high 10s ..
hrmm wonder if it's the battery .. it's a replacement too.
