You can probably get a good explanation at one of the convertor websites, like Precision Industries or Yank. I am not real technical here, but very basically, a higher stall convertor will allow the engine to hit a higher RPM before it fully engages, therefore giving the effect of "popping the clutch" on a manual trans car. It allows you to launch much harder and, if you have traction, will drastically improve acceleration off the line. The good convertors will engage nearly the same as a stock convertor under part throttle, as in normal driving around town. But when you floor it, it's like you popped the clutch on a manual car. Other than nitrous oxide, convertors, with traction, are the best bang for the buck.

Sadly, actual aftermarket high performance parts ("mods") cost a lot of money. And, in order to see and feel a definite SOTP improvement, you will need to install a complimentary host of performance parts. And, of course, there are a lot of what I call simple and singular upgrade options. Firstly, from the "Zip Tie Mod" (least expensive with lowest horsepower gain), to the "Nitrous" (one shot bullet), or, "Supercharger" (most expensive singular system upgrade offering consistent on time large hp gains) mod.

Frankly, without ever having to spend anymore money, the latter option (intake filter system, long tube headers and over axle exhaust) will definitely put a smile on your face.

Yeah I would go with an air intake if I were you. I feel it is the best bang for the buck when it comes to a stock vette. Currently I am running an air intake with Kooks long tube headers and corsa titanium catback exhaust system. This has given my car plenty of power, but the exhaust system as others have mentioned is very expensive especially if you go with a titanium system, but you should be able to get a great air intake that is easy to install for under $500.
