I first sandblast to remove the clear coat and make a rough surface, then, I hand sand with 200 grain and finish with 400 and water. Then I apply the primer and finally the black paint. It gives a very good result. However, it is not has robust has power coated.
This is on wagon wheel thought, but I do not think it will differ much on 99. I have a set for street, a set for road race and two more wheels for drag.
Well, we do not see the wheel much when it turns.....
