HELP! Code P1153 c and fuel prob

HELP! Code P1153 c and fuel prob
I have a '99 coup..LS1 m6 Borla exhaust..no other mods
problem is, for a while i got the code 0420....had it programmed out...no problem there...now i get a new code 1153 c "HO2S insufficient switching bank 2 sensor 1"...what the heck does this mean?
Anyway..the real problem is intermittant, it starts fine...while driving it feels normal then it will do it's thing and it feels like it has no power...like starving for fuel yet still running..the power will restore itself..and act kind of jerky...at idle it will idle at 700 +/- ...if i stop while it is acting up my idle is around 400 +/- a few r's without giving it any gas, it will restore itself to normal idle instantly.
I did a fuel pressure test, 60 pounds pressure constant..however, as i bleed off pressure while it's running, i see a lot of air in the bleed off tube.
Any ideas whats going on here?..anyone??

the right front o2 sensor is no good[it's lazy].insufficent switching means it is not switching from high to low[rich/lean] fast enough.so the fuel ratio on the bank is not right.unless you have a air leak around that o2,it's probably bad.

your problem is not a fuel pump,you have good pressure,if you didn't have enough volume,the motor would lay over when you cracked the throttle
