There's a horn relay in the under-hood fuse box. The location is on the lid diagram. It takes some effort to pull it so don't be scared. There are others with the same part number in there so you can swap one and see if it fixes it.
I don't think there is really a horn button on these cars, but rather a sort of membrane switch across the surface of the air bag, so I would think the most likely cause would be the relay is stuck in the closed position.
I would check the relay first, it is easy to get to under the hood. Someone posted a message a month or so back about the horn relay breaking while the car was sitting all by itself and the horn just started blowing in the middle of the night while he was inside in the bed! Said he had to run out in the middle of the night half asleep and unhook his battery. His story was pretty funny!
I blew the horn and it would not stop after I released the horn button.
I tapped the horn activation area on the steering wheel several times with no change.
I finally went under the hood and removed the fuse.
What could be the problem- horn button or solenoid???

The problem is in the drivers air bag. Had the same problem that happen in cold weather, pulled fuse, and in the spring put the fuse back and there was no problem my horn work fine, but needed to tried a members sugggestion to apply heat to the air bag, with a hair dryer and rub the area on the air bag where the switches are. It sounds crazy but your a vette owner and funny things do happy. If you don't get lucky the replacement part is 500.00 and that is without install that is a 2 hour expense. I did a lot of research and I was set to make the purchase till i gave a last try.

If the probem is not caused by the relay, before I spend approximately $650+ I will purchase this kit offered by ATI to replace the steering wheel/ airbag. This is not the first occurance. Believe me, it is embarassing to drive through town with your horn blasting. Off the subject after my column locked several times, costing me time and money, I installed the bypass.

I checked the relay last night and found it to be in good working order. I am going to replace the steering wheel/ airbag assembly with a kit sold by ATI (supporting vendor). I have some concerns with the airbag. How do you disconnect it safely? Will it throw faults?

It will make the airbag light stay on all the time. CF member SNAKEKILLER! knows how to bypass this. Drop him a PM.
