Manual for my '98 says to replace it ONLY if there is a fuel flow problem. I believe newer models have their fuel filters in the fuel tanks and are designed NOT to need replacing.
Drivers side, mounted above the exhaust system approximately at the joint of the muffler system to the H pipe.
You need to unbolt and drop the left muffler to get access.

"YES" with respect to the location. "NO" with respect to having to unbolt any part of the exhaust system. You need, however, a set of the fuel line release clips.
I changed mine last year, only because it was 4 years old. The car had only 10,000 miles on it at the time. The filter is around $35-40 for an AC replacement.
