The most likely problem are the female connectors at each end of the wheel speed sensor harness.
In the picture I took you will see a good contact and a bad contact

Check the brake line and make sure it has a good ground from the frame to the caliper. If the ground is no good... buy another new line.

Almost certainly your connectors and/or grounds. They need to be cleaned up. Had the same problem, did the clean up and BINGO, problem solved. Here is one of the best posts on the forum for this problem.

I've heard the speed sensor is located in the wheel hub. To replace the sensor you have to replace the entire hub. That could be your problem?

You need to do a "PIN PULL" test on all of the female pins in the EBTC system wiring harness. Obtain a male pin that is the same physical size as the one in the male side of the connector. Insert it in the female pin and see if the mechanical grip on the male pin is satisfactory. There should be a good firm grip on the male pin. There are TWO grounds that are part of the EBTCM wiring system. Chassis ground G-101 Front drivers side frame rail and G-104/108 which is on the passengers frame rail near the battery. Follow the "small" black wire on the negative battery cable down to the frame. That will be G-104/108.

The voltages the are generated by the wheel speed sensors are very small AC voltages. When the car is going slow, they will be measured in Millivolts. The male/female connections in the wiring harnesses need to be perfect or you will get faults.

If you remove the main connector from the EBTCM, you chould be able to read the exact same resistance readings and voltage readings that you have at each wheel sensor.
