I have read many threads on how to adjust my e-brake (ie adjust the pads using the star adjuster, pulling up e-brake rolling in reverse, grease the pawl etc etc). I have a 98 vette with 25K miles (6 spd.). My problem:
When I pull the e-brake, half the time it works fine (holds on a hill with no problem). The other half of the time it feels like the cable is disconnected when I pull the e-brake and it doesn't hold at all (a strong wind would move the car on level ground).
Doesn't sound like an adjustment issue because half the time it works great. Comments please....... Thanks....

My 2004 did that and the dealership replaced the parking brake module. It has worked okay ever since. Unfortunately what the module is / does is still a mystery!
the latching mechanism in the handle may be your issue, actually the grease may be dry and causing then locking pawl not to engage.
Many dealership have little clue to this car....they will charge you or the warranty a ton of money when sometimes just an adjustment or some grease will cure the problem... I use to teach this in my field training...
i have 98 also no ebrake at all so last week took back tires off caliplers off then rotors off ajusted star .now pull half way up put it in first gear let out clutch car goes know where .
I have a 98 and had the same problem you described. The dealer wanted to replace the E-Brake assy. cost around 300.00. I repaired it using a thread on the forum.
Remove the passenger seat, four bolts, remove the console, I think 3 bolts two in back and one under small piece in front of the console.
Three bolts hold the assy to the trans tunnel. You need to put a pin in the assy to remove the cable.
I cleaned the pawl with brake cleaner. and relubed it with a silicon spray.
Reinstall is reverse. The manual explains it very well. Mine works perfectly now.

I had the ame problem in my 98 back in around 2001. It was gummed up grease in the mechanism at the base of the handle. I pulled the boot & carpet away as much as I could, & sprayed a little WD-40 down into the pawl/gear/whatever thing, using one of those long skinny spray tubes. Never been a problem since.

Is that what would make it feel like the cable is disconnected? Mine would latch okay, but the hand would come up all the way with no resistance whatsoever.
