Ok, they called me back after looking into it and found that the recalls were not done correctly so they are going to redo it for me. Looks like it should all turn out ok.
Keep us posted, because it sounds to me like the manager is now covering his ***, so he doesn't sound like an idiot. I bet he just found out about the latest recall, especially if your column locked, because the previous recalls didn't remove the locking plate, unless it was an automatic. BTW, you never did tell us what happened. Did your column lock, or did you have fuel shut off?
O.K. I"m confused, I just got my car back an hour ago from the recall. So does this mean I will have a future problem or was it recent enough that I don't have to worry.

I got the message telling me to remove my key and wait 10 seconds. I did so and then my column was locked up. I then got the message to have the column serviced. And yes, it is an automatic. It is home now and working great.

It sounds like the latest recall was not done before. Now, you should be able to turn the wheel even without the key in the ignition.
