emissions being removed off my 97 auto ?????

i bought my car and all the emissions are removed, theres no emissions tubes coming off of my manifolds and the air pump and everything is removed... will this make me lose power??? would it help if i got it tuned?? also what vacuum lines do i "have to have" ??? thanks
