Weird Headlight Motor Problem

Weird Headlight Motor Problem
Started last Saturday. Turned off the lights and the pass side stayed up. Turned them on then back off, both went down. Figured the pass side hung a little.
Last night, I get home, turn off the lights and get a groaning sound (I think the gear is shot...have one on order). This morning, I go to turn on my driving lights and the headlights go up!? They are not on, but if I put it in the first position they are going up. I have a 2001 Z06 and have added the PIAA fog lights. They have been on for over a year now and have never had a problem. Any ideas? I don't think the motor gear would have anything to do with the headlights now popping up when I put on the driving lights.
