Since the o-ring on the oil pump is a pain, I would try to assess the dot alignment with the pump in place first, since you already have good oil pressure and breaking the o-ring seal puts it at risk again.
First, definitely check the physical installation of the cam. Did you degre the cam. I would also confirm all of the valve train geometry. Make sure that all the rocker arms were installed correctly. Have you pulled the plugs? Do all the cylinders appear to be working similarly? Running on 7 cylinders will definitely hurt the power.
The AFR is definitely lean, and what exactly does "timing was put in place to get a good run out of it" mean? If you were experiencing serious knock and timing was significantly reduced, then you will have a subsequent significant reduction in power.
short of "eye balling" it... is there a more exact way?
also there was some play in my LS2 chain... which direction should i turn the crank to tighten the chain and make sure all is ok? I want to cycle it one time over and make sure the dots line up yet again perfect... After i'm done with this.... there will be no question it's timing.
Rotate direction engine turns, the driver's side will stay tight. If you are off one tooth, you will know it. I would only pull the timing cover and verify, if all is well then don't pull the pump. If it is off by one tooth, you still don't need to pull the oil pump.

I didn't install the pump and i want to make sure its done right so i bought a new o-ring... it's coming off.
what direction does the engine turn if i'm looking at the throttle body.
not trying to be rude .. did you read up on doing a cam swap prior to doing it?
ya i followed the directions on LS1howtodo.com which was very very helpful... and I swear I got the dots lined up... but it was at like 3am in the morning when we did it.. I should have turned it 720* before reassembling but it looked perfect.. i fell asleep last night.. so i'll tear back into it tonight... I will take a picture of the dots after the oil pump comes off. before any adjustments...
I'm not sure how the springs/valves could be off... top of spring is level with top of valve..
