Headlight Fuses???
Are there any fuses for the headlights under the passenger side floormat??? All under the hood check okay. Headlights won't come up, but they DO come on!!!

If you have the twilight sentinial option on your vette, switch it on and put a towel over the dash area by the drivers side and see if your headlights come-up.
The twilight sentinial uses a different set of circuits, this will tell if your motors are bad or not.
There are two fuse boxes in the vette, one under passenger footwell and in motor compartment by battery.
Did you check DTC for codes ?
You may have a bad multifunction stalk.
