Blinking Vette (headlights don't lower)?

My vette started to blink today... right at around 3000 miles!
The two headlights pop up without a problem when they are on. However, when I shut-off the lights, both close down and the left side pops back up half way. It's like the left headlight is always taking half of a step extra...

Is there any quick fix? Or is the dealer the only way to go?

Exact same thing happened to mine. Had to have motor replaced by dealer. Easy, but they scratched it in the process causing numerous trips to fix the paint.

There's a TSB on this problem. They add washers and new insulators. Dealers can do it in about an hour.

But... what is a TSB?
I want to be more informed before I bring it into the dealer on Thursday.
When I talked to the service manager on the phone, he told me this was very rare.

TSB = Technical Service Bulletin, and I'd just let the dealer fix it. I'm sure they've done quite a few by now. I had the same problem with my '00.

I had the exact same problem with my coupe, coincidentally at around 3K miles on the odo. The dealer ordered a new actuator. It took about a week for the part to come in. I drove to the dealer and they finished the work on it in a couple of hours.

I might think about those fixed headlights for my Z!
