CLB didn't fix ECL problem (read sticky already)


I have a 99 MN6 coupe that recently had the ECL issue. The column never locked but of course I was getting the fuel shutoff that makes the car unusable.
I ordered and installed the CLB from Thunder Racing and follwed the instructions very carefully (they were pretty straightforward).
My car has not had any of the ECL recalls performed on it, nor have I taken it to the stealer for any service.
Before I installed the CLB, the ECL actuator motor made no sound and the wheel was free to turn so it was not engaged.
After the CLB install, I still get the "Pull key, wait 10 sec." message as well as the "Service Column Lock" one on the DIC. And the fuel shutoff is in effect so the car can't move very far.
I've pulled every fuse in the passenger area to ensure nothing was blown and I have pulled every fuse related to the BCM and waited 20 minutes before replacing them while the key was in the "On" position.
There are no codes thrown by the BCM and it seems that it's happy other than the ECL issue.
Does anybody have any ideas what else I could try/test to resolve this issue or at least identify the root cause?
I have a multimeter and I know how to use it.
Please help me be able to drive my car this summer!

- no recall mods have been performed?
- Are you the original owner?
- Is this car a US or European model?
- I assume your steering used to lock before you had the problem? If not, why didn't it?
- Look at the ECL harness connector where you plugged the CLB into. Wires from BCM side are Orange, Purple, Green, Black? OR White, Purple, Green, Black?
- Any chance you've had some moisture down in the passenger footwell (BCM). This can and does happen sometimes either from the AC drain getting clogged or from the cowl vent drain getting clogged and water entering your air vent system. A wet BCM is a big problem.

Why is the fuel shutting down?
The fuel shut-down problem was only introduced to the C-5 by the earlier recall about 2 years ago.
Something here does not add up.








Anyone got any tips as to how to get at the BCM and test that circuit?
I expect I will find a connector somewhere in that circuit that has connection issues. I doubt the signals are even making it to the CLB and back to the BCM.
I guess deeper investigation is in my future..
To FLACHUSNRET: When the BCM sees that there is a fault with the column lock, it instructs the engine computer to cut the fuel if the car's speed exceeds 2 MPH because it believes that the car is being stolen.
The problem is that the components in that circuit are prone to failure especially the actuator motor that engages/disengages every time you put the key in your car, turn it on, and remove it. It's a very poor design and GM has issued a number of safety recalls to fix multiple issues regarding that circuit and the computer logic.
